Lhoussaine WAHIB
Lhoussaine Wahib founded WL Advisory on a simple conviction: that attracting and sustaining investment requires more than policy declarations — it requires rigorous institutional work, deep ecosystem knowledge, and the ability to translate reform ambitions into operational reality. His 17-year career has been built entirely around making that translation happen, across some of the most demanding investment reform environments in Africa and the Middle East.
INVESTMENT CLIMATE & GOVERNANCE ADVISORY — His most defining institutional experience was his role as Programme Manager at Morocco’s National Business Environment Committee (CNEA), where he led large-scale regulatory simplification and reform programmes, managed three World Bank Doing Business indicators, and contributed to Morocco’s strategic plan to rank among the Top 50 Doing Business economies. He has since brought this reform architecture expertise to international assignments — designing institutional strengthening roadmaps in Ghana for the World Bank and Ministry of Trade and Industry, developing public-private dialogue governance frameworks in Libya for Expertise France, and advising the Tunisian government on reform implementation ecosystems.
PROJECT ESTABLISHMENT & DEVELOPMENT ADVISORY — Lhoussaine has accompanied investors, entrepreneurs, and intermediary institutions across the full project lifecycle — from market scoping and ecosystem analysis through to project selection, structuring, and capacity building. As a consultant for the World Bank at the CRI Oriental and CRI Beni Mellal-Khenifra, he strengthened the institutional capacity of Morocco’s regional investment centres to attract and support investors. As a consultant for CBI Netherlands, he led strategic scoping studies identifying high-potential sectors for export development. As an evaluator for the Challenge Fund for Youth Employment, he assessed investment and entrepreneurship projects for financial viability, scalability, and impact.
TERRITORIAL ECONOMIC DEVELOPMENT — Lhoussaine has worked at the territorial scale across Morocco and beyond — designing regional investment diagnostics, supporting open government and transparency reforms at the Regional Council level, and building the analytical tools that regions need to position themselves competitively. His design of Morocco’s first regional investment climate barometer — a decision-support and benchmarking tool facilitating structured public-private dialogue — is emblematic of his approach: combining rigorous data, institutional engagement, and practical usability to strengthen the territorial investment environment.
