Abdeladim ENNAHAL
Abdeladim Ennahal is WL Advisory’s senior advisor on public governance and institutional performance — bringing a rare combination of academic rigour, field experience, and training expertise that is directly relevant to the firm’s Investment Climate & Governance Advisory mandate.
Over an 18-year career at senior levels within Morocco’s public administration, he has led complex mandates covering public budget management, performance monitoring, management control, risk management, procurement oversight, and organisational audit. This inside experience gives him an unusually precise understanding of how public institutions actually function — their budget cycles, procurement constraints, governance structures, and decision-making dynamics — and where reform interventions are most likely to take root.
At WL Advisory, he supports two critical dimensions of the investment climate reform agenda. First, he advises on the governance and institutional architecture that governments need to attract and sustain investment — including the design of internal control systems, performance monitoring frameworks, and public expenditure management tools that give investors and development partners confidence in the institutional environment. Second, he leads institutional capacity building mandates, delivering structured training and advisory support to help public teams strengthen their analytical, financial, and programme management capabilities.
With over 17 years of experience delivering training programmes to senior managers and executives across Morocco’s public sector — including as an associate lecturer at several Moroccan universities — he brings a practical and pedagogical depth to WL Advisory’s engagements that translates directly into lasting institutional change.
