Radouane EL KHALFI
Radouane El Khalfi is WL Advisory’s advisor on investor accompaniment and human capital development — a practitioner who has spent over a decade working at the precise interface between incoming investors and Morocco’s regional economic ecosystem.
His career is built on three mutually reinforcing pillars. First, as Business Developer for the USAID Career Center in the Tanger-Tétouan-Al Hoceima region, he developed and maintained relationships with private sector employers across the region, structuring collaboration frameworks covering recruitment, placement, training, and enterprise visits — giving him deep knowledge of what international companies need when they arrive in a new market and how to connect them to the local ecosystem effectively.
Second, as a member of the Regional Unified Investment Commission at the Centre Régional d’Investissement, he participated directly in the review and approval of regional investment applications — an experience that gives him an insider’s understanding of Morocco’s investment admission processes, the criteria that matter, and how to navigate them efficiently on behalf of clients.
Third, through his training and consulting practice — delivering soft skills and operational readiness programmes to recruits at companies including DAHER, COFICAB, LEAR Corporation, KOSTAL, and ZF Lifetec — he has built a strong track record in helping industrial investors develop the local human capital their projects require. At WL Advisory, he supports international investors through the establishment phase of their projects — from navigating the CRI process and accessing public support schemes, to building the local teams and operational capacity that determine long-term project success.
